Eyeing the Malaysian World Heritage List

Congratulations Melaka and George Town. After many years, at last we managed to secure the World Heritage Status. It had been a long, ardous and trying adventure, nevertheless, I am always confident that one day we will be recognised. The 8th of July, 2008 is a truly historic day for Melaka and George Town.

Brief Description

Melaka and George Town, historic cities of the Straits of Malacca (Malaysia) have developed over 500 years of trading and cultural exchanges between East and West in the Straits of Malacca. The influences of Asia and Europe have endowed the towns with a specific multicultural heritage that is both tangible and intangible. With its government buildings, churches, squares and fortifications, Melaka demonstrates the early stages of this history originating in the 15th-century Malay sultanate and the Portuguese and Dutch periods beginning in the early 16th century. Featuring residential and commercial buildings, George Town represents the British era from the end of the 18th century. The two towns constitute a unique architectural and cultural townscape without parallel anywhere in East and Southeast Asia.

The Criteria for Selection

To be included on the World Heritage List, sites must be of outstanding universal value and meet at least one out of ten selection criteria. These criteria are explained in the Operational Guidelines for the Implementation of the World Heritage Convention which, besides the text of the Convention, is the main working tool on World Heritage. The criteria are regularly revised by the Committee to reflect the evolution of the World Heritage concept itself.

Until the end of 2004, World Heritage sites were selected on the basis of six cultural and four natural criteria. With the adoption of the revised Operational Guidelines for the Implementation of the World Heritage Convention, only one set of ten criteria exists.

Selection criteria:

  1. to represent a masterpiece of human creative genius;
  2. to exhibit an important interchange of human values, over a span of time or within a cultural area of the world, on developments in architecture or technology, monumental arts, town-planning or landscape design;
  3. to bear a unique or at least exceptional testimony to a cultural tradition or to a civilization which is living or which has disappeared;
  4. to be an outstanding example of a type of building, architectural or technological ensemble or landscape which illustrates (a) significant stage(s) in human history;
  5. to be an outstanding example of a traditional human settlement, land-use, or sea-use which is representative of a culture (or cultures), or human interaction with the environment especially when it has become vulnerable under the impact of irreversible change;
  6. to be directly or tangibly associated with events or living traditions, with ideas, or with beliefs, with artistic and literary works of outstanding universal significance. (The Committee considers that this criterion should preferably be used in conjunction with other criteria);
  7. to contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance;
  8. to be outstanding examples representing major stages of earth's history, including the record of life, significant on-going geological processes in the development of landforms, or significant geomorphic or physiographic features;
  9. to be outstanding examples representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems and communities of plants and animals;
  10. to contain the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation.

The protection, management, authenticity and integrity of properties are also important considerations.

Since 1992 significant interactions between people and the natural environment have been recognized as cultural landscapes.

Asian sites win UNESCO world heritage status

QUEBEC CITY (AFP) — A Hindu temple in Cambodia, two historic Malaysian trading towns and an early agricultural site from Papua New Guinea were added to UNESCO's World Heritage List on Monday.

Honored were the 11th century Preah Vihear temple site, perched on a mountaintop on the Thai-Cambodia border; the cities of the Straits of Malacca, Melaka and George Town in Malaysia, and the Kuk Early Agricultural Site in Papua New Guinea, marking the country's first entry on the list.

Also earning UNESCO heritage recognition was a sweeping part of the coral reef and lagoon around in the French territory of New Caledonia, in the South Pacific east of Australia.

The UNESCO committee has been meeting in this oldest of Canadian cities since Wednesday to consider adding to its coveted list of protected architectural and natural wonders.

A total of 45 new sites were vying for inclusion, with the most controversial the Preah Vihear temple on the Cambodia-Thai border.

Last week, Cambodia deployed riot police to protect the Thai embassy and Thai-owned businesses in Phnom Penh in fear that continued claims to the temple by some Thais could spark violent protests.

In 1962, the World Court ruled that the 11th-century Khmer Empire temple belonged to Cambodia, although the main entrance lies at the foot of a mountain inside Thailand.

The long-standing dispute appeared resolved last month, after Thailand endorsed Cambodia's plan to seek World Heritage status at the UNESCO meeting.

But the deal sparked a political controversy in Thailand, and last week Cambodia closed the mountaintop temple after more than 100 Thais marched to the compound to protest. A Thai court then forced the government to suspend its endorsement of the plan.

Ambassador Francesco Caruso, special advisor to the director general of UNESCO, told AFP the listing was not meant to prejudice the ongoing dispute.

Rather, it was hoped it might be amended in the future to a bi-national listing of the temple and its contested landscape.

"It could become a mixed natural and architectural site, the door is open. The Cambodians negotiated a listing that opens the door to such future harmony. The Thais are demanding it now," he said.

The ruins of the Hindu temple are the most important example of ancient Khmer architecture outside of Cambodia's famed Angkor Wat, and have weathered centuries of wars and duelling territorial claims with Thailand.

Built to honour the Hindu god Shiva, Preah Vihear stretches dramatically up to a cliff-top in the Dangrek mountain range.

UNESCO deemed the site exceptional for its location on a plateau with sheer cliffs overlooking a vast plain and mountain range; its rare architecture and the religious function of the temple; and its carved stone ornamentation.

Cambodia began seeking World Heritage status for the temple nearly six years ago.

To date, 862 sites in more than 140 countries have been designated UNESCO World Heritage sites.

The UN agency also named as a heritage site 15,000 square kilometers (5,800 square miles) of the New Caledonia lagoon, the world's second largest continuous coral reef in the world after Australia's Great Barrier reef.

"We are delighted," said Isabelle Ohlen, vice president of the New Caledonia Congress.

Also on Monday, the heritage committee included examples of the 17th century military architecture of Sebastien Le Prestre de Vauban, who built or upgraded more than 300 fortifications along France's borders.

Other sites added to the UNESCO list include Slovakian wooden churches, German early 20th century low-income housing, the Renaissance towns of Mantua and Sabbioneta in Italy, and the Stari Grad Plain on the Adriatic island of Hvar, farmed for 2,400 years.

San Marino, too, entered the coveted list, said the committee, "as a testimony to the continuity of a free republic since the Middle Ages."

Its historic center, with its fortification towers, walls, gates and bastions, dates back to the foundation of the republic as a city-state in the 13th century.

Eyeing the 27th OCM Annual General Assembly





The 27th Annual General Assembly of the Olympic Council of Malaysia went on smoothly with the confirmation of the 26th AGA minutes, Adoption of the 26th Annual Report of OCM, adoption of the Statements of Accounts from 1st January to 31st December, 2007 and the approval to the amendments to the constitution of the OCM. Y Bhg Tan Sri Tengku Imran was not present because he is recuperating from his knee operation, but all in all, Dato' Dr Mani Jegathesan did a good job in running the meeting although he is already retired from running for the country.

Eyeing credit card use at the pumps

PUBLIC SERVICE ANNOUNCEMENT

Hello all,

I know this is true because it did happen to me last week. From now on I will always press the CLEAR button at the pump after I am done, or better still I will not use the machine's at the pumps, I will go inside.

Jim just told me about something that happened to one of his coworkers. She used her credit/debit card to purchase gas at the pump (like most of us do).

She received her receipt like normal. However, when she checked her statement, there were 2 $50 charges added in addition to her purchase. Upon investigation, she found out that because she did not press the
'CLEAR' but ton on the pump, the employee inside the store was able to use her card to purchase his/her own gas! To keep this from happening, after you get your receipt, you must press the 'CLEAR' button or your information will be stored until the next customer inserts their card.
Be sure to tell all your friends/family so that this doesn't happen to them!

An eye on the Parliament


What's the fracas? A very busy House - the Parliament. Or my friends use to say "rumah Pak Leiman". Did the vote of no confidence ever managed to reach the house? The postman and woman couldn't find the address? Who are they trying to kid? We all know its a non starter. Yong Teck Lee did not know the difference. A square wouldn't fit into a circle. He is barking at the wrong tree and it was never right from the beginning.

Lets tell him how to do it right. First he needs to detail the grievances. Then he needs his Supreme Council to agree and endorse it. Then he needs to communicate this properly to the Barisan Nasional Secretariate. When and where the BN supreme Council sits, thats when his motion can be tabled. He will definitely be outvoted but will not be expelled from the BN. There is no disciplinary action that can be taken against SAPP because its done in the Barisan spirit and that will make the Prime Minister and Chairman of BN looks stronger and then he can swear in as a Senator and start working for the Brunei, Sarawak, Sabah and Philippines growth area and Pak Lah will stop the Anti Corruption Agency from proceeding to investigate him.

But since he had done it wrong, he is going to face a lot of consequences. Disciplinary action being taken, SAPP expelled from BN and they will stick a good case for all his misdeeds.

Good luck Yong Teck Lee on your future endeavours!

Eh and whats this about the press being barracaded? Whats happening? Suddenly a solemn and prestigious house is turning into a squatter area where political pundits and friends of the anti establishment movement congregates. It will take sometime to return to order. If its not done right then it will be a house of disorder.

As a close friend used to whisper to me, when the Leadership is not blessed (pimpinan yang tidak berkat), you will see that there will be a lot of problems - whether its small, medium or big.

Eyeing K H Lim's views on PETRONAS

Petronas a victim of its own success

MUCH has been bandied recently in the press about Petronas and it would appear that in a rather unfair way Petronas has been a victim of its own success.

Having worked in Petronas in the 80s through the mid-90s, I think I am in a position to offer certain insights about Petronas.

First, if Petronas was not formed way back in 1974, petroleum resources in this country would have ended up in the same current state of affairs as timber i.e. in the control of the respective state governments.

Why has it not dawned upon any politician or NGO to question what has happened to or, more pertinently, who have been the beneficiaries of timber revenues? Why is there no similar call for transparency on the accounts of the state governments or their statutory agencies entrusted with regulating or managing the timber resources, which are also the assets of the rakyat?

Secondly, with the ownership and management of all petroleum resources consolidated under a company, not a statutory agency, the former Prime Minister Tun Razak created the opportunity for Petronas to be run as a business by professionals. And this was well before the privatisation era of Tun Dr Mahathir.

This opportunity was not fully exploited in the formative years of Petronas as its management and staff were on the learning curve in understanding the oil business and dealing with the multi-national oil companies. With the entry of Tan Sri Azizan in the mid-80s and subsequently Tan Sri Hassan Marican, that opportunity was exploited and, as we now know, with much ensuing success.

Having worked through those earlier formative years of Petronas, I wish to highlight that the public ought to realise that it has taken a lot of hard work for Petronas to be now accepted by the oil majors as a company they can and wish to do business with, in particular outside Malaysia.

By the same token, just like any professionally managed company, there are certain confidential information and trade secrets that Petronas cannot divulge without adverse impact on its own business.

Most importantly, I must on behalf of all right-thinking Malaysians salute Tun Razak for his wisdom and temerity to push through the resistance of certain states, in particular Sabah, to consolidate the ownership of petroleum resources in this country under Petronas.

Look at how difficult it is today to deal with the consolidation of management of inter-state water utilisation, water being another state-owned resource like timber.

Without Petronas, we could have ended up not quite differently from the timber situation and the petroleum resources would selectively produce some individual oil barons in oil-producing states, not unlike our timber tycoons.
